yes she can if the bills are not paid or even paid late all the time they will turn up on her credit report and be there when she tries to get a car,house,or credit cards

I'm in the process of repairing my credit, but it's still bad.
I need to move like yesterday.

Credit matters - but less than perfect credit doesn't mean you can't get a place. It becomes a matter of what kinds of issues you have and how many. A couple of late payments for example, aren't nearly as bad as a string of judgments or collections. The most damaging thing a landlord can see is a judgment from another landlord for non-payment.
If you're dealing with a company, they should be able to tell you up front what their qualification criteria are. If you're dealing with a private landlord, he/she should be able to give you some idea of what they look at. You might also want to go to one of the free credit report sites and pull your report so you'll know what's on there and prepare yourself to explain if needed.
The offer of advance rent or increased deposit often helps, since it gives you more of a stake in making good on your promise to pay from the landlord's perspective. A guarantor (co-signer) can also be helpful if you have access to someone with good credit who is willing to back you up.

Bad credit, no capital, and no Collateral. Is this possible? This is a functioning franchise with great sales intake.
No matter how well the franchise is performing, it is a virtual certainty that the franchisor will not approve someone taking on a franchise with bad credit, no capital and no collateral.
The reason that franchises are often more successful than independent businesses is that they rigourously vet the potential franchisees to ensure they are a good fit and likely to perform to the standards required. With the history that you are describing, you’re not likely to fit that description - sorry.

I want to file jointly because we are going to get more refund. But I heard that if we file jointly creditors can come after my wife because of my bad credit. Is this true? Please note that most of my bad credit was before we were married. I only have a couple items that went in collection after we were married. I can easily pay them off. Any advise would be greatly appreciated.
It is no problem. You are doing your taxes. Please put the credit reports out of your mind. Run the numbers in the software. Over 85% of the time, it is better to file jointly. But test it to make sure you are paying the lowest, legal income tax liability.

I am a single mother and have bad credit, I really have no one to help me, and i have no where to live, how can i find somwhere to live?
Depending on what state you're in if you have a child with you they're are family services and social services that can help you. Check under your state agencies or at your public library. You could also go to any church and possibly get some help they may have someone in their congregation who would be willing to take you in. You don't say what state you're in and you obviously have internet access.
